Then index each frame in a similar manner to what search engines do for images today, storing some representation of the image that their computer vision algorithms can process easily. They would perhaps want to add some video specific computer vision algorithms for tracking movements between frames, etc. as well.

It’s technically possible, but with the insane amount of video published on the Internet every second, you’ll have a hard time keeping up with indexing it all, and both the indexing and searching would require enough computing power that it’s probably not financially viable just yet. I wouldn’t be surprised to see it in the next 5-10 years tough.
