Area code 423 is the area code for central Tennessee, north and south of Knoxville. It includes the cities of Chattanooga, Johnson City, and Kingsport. It is the only area code that serves the area. The 423 area code is located in the Eastern and Central timezones. The Eastern time zone is also known as America/New_York. The Central time zone is also known as America/Chicago.

423 was first put in service September 11, 1995. It was created from area code 615. 423 was split in 1999 creating the need to update some of the phone numbers to area code 865.

Where Is The 423 Area Code?

The 423 area code is a telephone area code in the North American Numbering Plan for the US state of Tennessee It comprises two disconnected areas of eastern Tennessee that are separated by the 865 area code.

The major cities in the northern part of the area code region are Morristown, Greeneville, Kingsport, Johnson City, and Bristol (more commonly known as the Tri-Cities region). The major cities in the south are Chattanooga and Cleveland.

When the North American Numbering Plan was created in 1947, Tennessee was a single numbering plan area (NPA) with the 901 area code. In 1954, 901 was shortened to West Tennessee, while the eastern part of the state received area code 615.

In 1995, the eastern portion of 615, including Knoxville, Chattanooga, and the Tri-Cities, was divided as area code 423. This was the first new area code in the state in 41 years.

The boundary between 423 and 615 roughly followed the line between the eastern and central time zones; Overall, Tennessee’s share of the Eastern Time Zone was 423.

As a result, the state’s three area codes were roughly coextensive with Tennessee’s traditional Grand Divisions. The new 423 served nearly all of East Tennessee, with 615 serving Middle Tennessee and 901 serving West Tennessee.

The Tennessee Regulatory Authority intended this setup to be a long-term solution. Yet in just three years, 423 was already close to exhaustion due to the proliferation of cell phones and pagers, particularly in Knoxville and Chattanooga.

It soon became clear that East Tennessee needed another area code, although this would have forced many residents and businesses to change their numbers for the second time in a decade.

It was decided to create the 865 area code for Knoxville and most of East Central Tennessee effective November 1, 1999. Permissive dialing of 423 continued throughout eastern Tennessee until April 22, 2000.

When the plans for the division were being drawn up, it was discovered that the Tri-Cities had too much traffic to follow Knoxville to 865, but were not large enough for their own area code.

This left the Tennessee Regulatory Authority with two options: a split plan that would create two non-contiguous sections of 423, or turn 865 into an overlap for all of eastern Tennessee.

The Tennessee Regulatory Authority opted for the second option, as overlays were a new concept at the time and had encountered some resistance due to the need to dial with ten digits.

Normal practice would have required Knoxville to retain 423, as it was the largest city in the old 423 territory.

However, the Tennessee Regulatory Authority requested that the Knoxville numbering plan area receive 865 because on an alphanumeric phone keypad, those numbers correspond to VOL (Volunteers), the nickname for the University of Tennessee sports teams.

This created one of the few area codes in the nation that is not contiguous, as 865 is almost entirely surrounded by 423 except in the east. Although this appeared to be a temporary fix, the North American Numbering Plan Administration initially determined that the reconfigured 423 would not be sold out until approximately 2010.

However, with the 2002 implementation of the number combination in the southern part of the area code (the Chattanooga area), the Tennessee Regulatory Authority now projects that 423 will remain in its unusual and non-contiguous state until at least 2027.
